Review of Funding for Schooling
In April, 2010, Julia Gillard (then Minister for
Education) announced the first review of cross sectoral funding and regulation since 1973. The
aim of the review is “to identify arrangements that will achieve a funding system which is
transparent, fair, financially sustainable and effective in promoting excellent educational
outcomes for all Australian students” (8). In December, 2010, the Review of Funding for
Schooling panel, chaired by David Gonski, published its Emerging Issues Paper, the result
of a ‘listening’ tour which heard from over 70 education groups. The major theme of
discussions was ‘equity of educational outcomes for all students’. The panel believes
that “equity should ensure that differences in educational outcomes are not the result of
differences in wealth, income, power or possessions” (5). Some groups expressed the need
for clarity around what a common level of funding for every student should be based on. Concerns
were raised about the SES (socioeconomic status) funding model and the AGSRC (Average Government
School Recurrent Costs) measure. Current capital funding amounts were considered to be limited.
“There was broad support for funding arrangements that encourage and enable school
governance and leadership to drive improved educational outcomes” (7). Also, funding
arrangements for improving teacher quality were strongly supported. [In the next High Notes I
will outline how schools are funded.]
COLA upgrade
Commencing this week, the COLA complex will have power run to the
sheds; lights installed for night usage of the nets; artificial grass turf replaced around the
bowling creases and new turf laid on the extended run-up; paving stones added to the rear of the
run-ups; an additional retaining wall constructed; additional nets installed; run-off pipes, a
water storage tank and pump installed; and some landscaping of the adjacent area. The funds
($26k) have come from a successful state government grant application prepared and submitted by a
High parent, Carrie Waring. I thank her on your behalf, and Laurie Heil, who has obtained all the
quotations and will project manage the work. The major part of the work should be completed by
March 17. There will be some disruptions to activities in the area while the work is being
carried out.
The development and management of our libraries
The Senior Library was established
in 2008 as an online research and resource centre for senior students and as an overflow
examination space. It was expanded considerably in 2009 with additional furniture, fittings and a
data projector. In 2010, a circulation desk, mobile bookstands and an interactive whiteboard were
added. Resources were moved from the Junior Library to the Senior Library and a two-day SASS
person employed to help with scanning and library loans. This year there will be a focus on
consolidation. The school needs to accommodate the needs of 600 senior students and 566 junior
students. We need to adjust access arrangements between the two libraries at peak times and to
establish more effective management of high demand times such as Friday, period 0. Some issues
surrounding security, boys scanning on in the senior library and managing overflow students
between the libraries, need to be addressed. We need also to respond to changing student needs,
now that Years 10 and 11 have DET laptops. High parents subsidised the running of the two
libraries to the tune of $106,000 in 2010. I want to reassure parents that not only are we
delivering what we promised in 2008 when we used some SBHS Building Fund money to fund the
project. The senior library will retain its dual role as an online library and overflow
examination space for years to come. We will always endeavour to maximise accommodation for boys
in both libraries to the betterment of the school as a whole. We are working towards having
support staff in both libraries five days a week. The dream was always to have two fully
functioning libraries. By 2012 that dream will be closer to becoming a reality with your
continued support.
School contributions
Although the period of time to attract a discount for full
payment has expired, I urge all parents to help the school deliver its programs by supporting our
general service contribution, levies, tax deductible funds and co-payments for activities. The
quality of your son’s education is dependent on everyone’s support.

STUDY SKILLS & HOW TO HELP YOUR CHILD
Dear Parent,
If you have a child entering the final years of high school, you are about to discover that the
HSC’s challenges and stresses are not exclusive to the students. As a parent, you can and
will play an important role in your child’s HSC success. Over the next 12 – 24 months
you will need to be a motivator, coach, supporter, tutor and you will have to do all of this
without crossing the line and becoming the enemy! Are you ready for the challenge?
On Thursday 31st March 7:00 pm to 8:30 pm in The Great Hall, the P&C will be hosting a
presentation to our parent body to make sure that you are ready for the year ahead. The
presentation is to be hosted by Elevate Education. Elevate is Australia’s largest provider
of study skills programs in Australia, working annually with 350 schools and 35,000 students
around Australia. The company’s study guide to Years 11 and 12, “The Science of
Student Success”, has sold over 15,000 copies and is used by countless schools around the
country as a standard text for their students. Elevate has conducted ground breaking research
into the habits of the State’s top students to identify exactly what these students do to
ace the HSC.
In their 60-minute presentation, Elevate will address the following issues:
- How do I help to motivate my child?
- What type of work should they be doing?
- How do I help my child to manage their time?
- Is technology a distraction or can MySpace and Facebook help my child?
- What are reasonable expectations I should have of my child?
- And much, much more.
This night is not to be missed and could help turn the next 12-24 months into a rewarding time
for you and your family.

From the Canteen
Canteen closes at Warning bell
Due to the number of boys going to class while still eating, canteen has been instructed by Mr
Dowdell to close the shutters when the warning bell rings before class. PLEASE do not try to plea
bargain with Karen and Tracey about last minute purchases – this only makes their job more
difficult and will necessitate staff attendance.
We appreciate your understanding and patience. We try to serve as many boys as we can but this is
not always possible depending on what help we have in canteen, so make sure you are aware of the
time when you join a queue.
Foreign coins
A friendly reminder that Australian money is the only currency acceptable at canteen. Any other
coins offered cause the whole queue to have to wait while you find the correct money.
Special lunch orders
If someone wants something specially made in a sandwich or a rolll, and it is not on the menu,
just ask Karen or Tracey if they could possibly make it for you. They may well be able to do so
and you can then get it in a lunch order.
Many thanks to the following people who have helped in canteen over the last
fortnight.....

The second round of Eastside was held at Reddam House. Years 7-9 debated the proposition that
magistrates should be tougher on young offenders, with all three affirmative teams taking out the
win, marking our new Year 7s first win! In the senior division, we argued that political parties
should commit to binding pre-election promises. In a reversal of the junior results, all three
negative teams came out on top, although both Years 10 and 12 made their jobs harder with
substandard performances.

FED
Thank you to all the debaters who made their way up to Knox and in particular to those who were
able to step in at the last minute to replace boys who withdrew either in the week or at the last
minute.
It was very embarrassing to forfeit the Year 12 Debate because we have only enough Year 12
Debaters for one team.
It is disappointing that there are not enough Year 12 Debaters this year, but this is an
opportunity for Year 11 Debaters ( of whom there are many) to get more debating experience and
get into my good books for future selections!
It is crucial that I am informed with sufficient notice if you cannot debate. This is why we have
the debating email and it is alarming how few parents have actually signed up for this.
Congratulations to Year 7 and Year 11 who won their debates against Knox.
COMPETITIONS
Tonight for Eastside we are debating Grammar for FED and for Eastside we are debating St
Joseph’s here at school. This is a good opportunity for parents to support their
son’s debate. Please come along and support the debating program.
More information can be found at and will be emailed to
you on a weekly basis.
Please CHECK YOUR EMAIL regularly and ensure we have current contact details for both students
and parents.

High Tide
Sydney Boys High School Sailing
The third and final leg of the Tri Series was sailed on Saturday 5th. It was an early start for
the boys due to the JJ Giltinan Championships, an Australian 18ft Skiff championship, being held
at Double Bay. The wind blew strongly from the southeast for the whole day ranging from 12 knots
to gusts of 20 knots.
A combination of brisk wind and all the sailors being pumped for the last few races in the series
made for exciting and very aggressive sailing, especially at the starts and mark roundings.
Several protests were made and a few in the Pacer fleets were disqualified. It was noticeable
that we were not as proficient and determined as the other schools at the starts, which we will
definitely have to work on to be competitive at the NSW Schools Teams Racing Championships.
There were some good signs from the High sailors in the Pacer division, especially from David
Evans and Bart Daniels who both finished with consistent top ten places. Both boats picked up
many places on the mark roundings with good use of the rules which will be crucial at the Teams
Racing. In the Lasers, Ennes Mehmedbasic sailed really well with good finishes. Although he was
taken out at the starts by the other schools and was slammed on (covered by another boat
repeatedly), he recovered very well.
Cranbrook won the overall Pacer point score while in the Lasers, Riverview came first. To their
credit, Cranbrook especially showed a high level of consistency as well as good results. In the
Lasers, both Ennes and Marcus missed out on one weekend each due to other commitments and injury,
which was unfortunate as both sailors would have won a podium finish otherwise. Both sailors
finished equal 5th overall, which was still a good result especially as they had three last
places recorded each due to absence. In the Pacers standouts were: Bart Daniels overall 6th,
Connor Robinson overall 7th and David Evans overall 9th. Special mention this series goes to
Darren Taing who has skippered well after only one term of sailing ever. Great effort!
Racing Rule of the Week:

Tennis Report
Scots vs. High
High tennis suffered its first loss of the season on Saturday against The Scots College. Though
we are still in second place for the season, High’s position is under threat. We must
defeat King’s this Saturday to confirm our spot and to have a chance at the premiership, a
feat involving great difficulty but we are confident this can be achieved. Saturday began like
any other, introduction then doubles, and like others we would gain a winning ratio in doubles.
Frank and George completed their match first prevailing comfortably. Patrick and I were second to
finish unfortunately defeated in a low quality match. At 1-1 it was up to Lachlan and Robert to
attain the winning ratio start that, in our perception predetermines a win. A gruelling doubles
match up resulted in a long and intense competition that Lachlan and Robert were fortunate to
overcome, especially after a match point slipped through their hands when Lachlan failed to put
away a mid-court smash. They prevailed in a tight super tiebreaker. Unfortunately we fell off the
mark in singles matches with a 2-4 losing ratio leading to a loss at the end of the day. Frank
and I were the only players to win our matches. Frank had an impressive match against a player
that he has lost to before but never the less redemption came in the form a 7-5 7-5 victory. Our
team was especially disappointed in Patrick’s loss to a player that he should have and has
beaten. He will be putting in a lot of hard work this week to achieve redemption. Training this
week will concentrate on a winning attitude and intimidation as we seek a win against
King’s. No excuses.

̽»¨ÊÓƵ Vs. The Scots College
1st XI
Sydney Boys High 5-130 (45overs) (Michael Phung 36, Jesse Moffat 35 no, Oliver Meroni 25, Owen
Duffy 10no, N Bhagwat 8) vs. Scots 10-168 (54 overs) (Saif Haque 5-47 (16 overs), Jesse Moffat
3-27 (14 overs) Siva Sooriakumar 1-20 (10 overs) Oliver Meroni 2 excellent catches and Sam Lane 1
spectacular catch)
We are well placed and some sensible, disciplined batting should bring about our first GPS win of
the season!
2nd XI-
Sydney Boys High 1/9(9) ( L.Katiputiya 3 no, S Dhingra 3no) vs. Scots 8/214declared.
(S.Sivayogarayan - 3/53(11), C Price 3/53(15), S Dhingra 1/34(11) K. Gunuratne 1/25(11))
A big effort is needed from the top order, with at least one going on to make a big score to see
High achieve the biggest winning run chase on McKay in over six years.
3rd XI-
Sydney Boys High 6/145(33) ( Pasan Pannila (38*), Dhruv Guptaa (36*), Allen Fu (21)) vs. Scots
9/112 (Pasan Panilla 4/12 (5), Shumit Hoque 3/19 (5), Dhruv Guptaa 2/32 (5))
High won the toss and elected to bowl. We had a great start with a wicket off our third ball 1/0.
After a solid partnership by Scots they were 2/52 after the 7th over, We then bowled and batted
superbly to dismiss them all for 112 after the19th over. Pasan and Dhruv formed a formidable
partnership of over 50 runs in a span of 14 overs. High was 6/145 at the end of day one and are
looking for an outright victory against Scots next week !

HIGH High 79 (Shivangar 22, Anup Kalunve 18, Thilan Subasinghe 10) vs Scotts
3/106 (Viskan Thayalan 1/7 (4), Thilan Subasinghe 1/19 (5), Safat Sufian 1/29(4)
After winning the toss, High elected to bat and started stably with 0/20. However, for the second
game in a row, the boys have let themselves down with their approach to playing spin bowling.
Shivangar was strong in his batting till the last ball, similar to Safat in the previous week. In
the field, good field placements by Thilan were not enough to stem the flow of runs. However,
batsman such as Shivangar and Anup have started to demonstrate progress and so have bowlers such
as Thilan and Visakan. Hopefully, other players can have similar breakthroughs soon and we can
piece it all together for a strong performance in the next 3 weeks of cricket.
16BXI
Scots 7/98 defeated High 6/97
A heartbreaking loss that could have been prevented. Batting first, we made a competitive 97 in
28 overs with Jacky Jiang (34*) carrying his bat in his first outing as opener. Able support was
provided by Simon Luong (9), Chris Mao (16) and Vasu Bhakri (8). In defending the total, Chris
provided easily the best spell of fast bowling coach Ritam has seen in many years at High,
supported by the McGrath-esque Ricky Chen. Scots were 2/0, 5/8 and 6/17!! Chris took the
terrifying figures of 5/5 off 5, and Ricky backed up with 2/17. However, a strong partnership
then saw the match slip away and Ricky was able to take the 7th wicket.

High 4/184 (Lasith De Fonseka 79, Aditya Koneru 49, Sam Gallagher 17) defeated
Scots 145 (Aditya Koneru 5/15, Haotian Zhang 2/6, Jackson Huang 1/17)
High won the toss and elected to bat, both openers were dismissed in quick succession bringing
Aditya and Lasith to the crease, who proceeded to amass a 144 run partnership in the next 20
overs. High was able to set a very imposing total of 184. Needing around a run a ball, the Scots
batsmen came in with an attacking mindset but Aditya and Jackson put them on the back foot
immediately through good opening spells. Scots fought back to be 3/95 with their star batsman
reaching 50, before Lasith knocked him over and turned the match back in High's favour. High then
efficiently cleaned up their tail, taking the last 6 wickets for 4 runs. A great win !

14A XI-
Scots – 10/277 (56.3)( Kevin Ke 3-42 (8), Varunan Murugananthan 3-59(9), Kevin Robinson
1-12 (5), Raunak Sura 1-21 (6), Niyazul Bari 1-29 (8), Anthony Allingham 1-21 (2)) Sydney High
– 1/16 (5) (Marc Betbeder - 8 (not out), Kevin Ke - 0 (not out))
14BXI
Sydney Boys High - 9/117 (31.1 overs)( Raycole DAI – 24, Vishnu A
– 23, Renjith, JOSEPH – 14, Bryan L – 14, Anthony H – 11) DEFEATED The
Scots College - 10/116 (28 overs)( Felix W- 3/14 (3) Bryan L- 2/10 (4) Jason L - 2/10 (3))
With wickets falling consistently, it was clear that the week's fielding training looks to have
paid off with a total of 7 catches and 2 run outs before Scots were all out for 116 in the 28th
over. With the bat, High got off to a rocky start losing a wicket in the first over. However a
patient 40 run partnership from Avudainayagam and Dai saw the team rebuild, allowing for an
increased run rate. Two quick wickets, however meant more pressure on the batting side, as runs
and wickets came steadily. The end was a truly nail-biting finish, with High losing 2 wickets in
the 31st over to be need 1 run from 1 over with only 1 wicket in hand. Khondaker was the hero in
the end, scoring the winning runs in the final over with a solid leg glance to the boundary for 4
!!
14CXI
SPC 6/130(23)( Yilun Zhou - 3/16 (4), Niroshan Selvakkumar - 1/25 (5), Sharek Khan - 1/27 (5)
,Mike Liu - 1/21 (3)) DEFEATED High 9/125 (30)( Niroshan Selvakkumar – 28, Eric Yu –
25, Anthony Taing – 17. Sharek Khan – 16)
After winning the toss and electing to bat, High began poorly, being reduced to 3/22. A hard
hitting partnership between Eric and Niroshan saw the run rate climb. However, after Eric was
dismissed, wickets in hand became the priority. Sharek and Anthony were later involved in a very
mature 10 over partnership which guided High to an extremely competitive total of 125. A
disastrous first 15 overs by High in the field saw SPC comfortably reach 1/78. In the 16th over
the game was turned on its head. Yilun Zhao bowled a magnificent spell to see him take a
hat-trick and join the growing list of High bowlers to achieve a hat-trick this season. Although
High lost the match, the game was thoroughly enjoyed by the team and a win is surely around the
corner with some improvement in ground fielding and line and length bowling.
13A XI
Scots 8/188)(Thomas N. 2/15 (5) Karthik S. 2/15 (2)) def High 8/132(Harishan
P. (31), Karthik S. (26), James P. (25))
We won the toss and elected to field. Our catches were exceptional, accounting for the first 5
wickets. However, generally sloppy fielding allowed them to reach 2/100 at drinks. Although their
runs flowed steadily, so did the wickets, reaching their total 8 down. This was our first match
away from home so we were not used to the larger boundaries. The bottom order performed extremely
well under pressure, scoring 35 runs off the last 5 overs. Also a special mention to Kevin
Lam’s great coaching while filling in for Mr Smith at the game as our coach. Well done,
boys!
13B XI
Scots 13Bs 5/82 (Amit Deep Singh (3/2 off 4 overs) Saransh Saini (2/15 off 3
overs)) Defeated High 13Bs 9/81 (Nafis Rahman 26, Louis Shtein 11, Amit Deep Singh 8)
For the first time this season, High won the toss and elected to bat. Nafis again batted
strongly, scoring a magnificent 26 which was supported by Louis' 11 and Amit's 8. After 32 overs,
we finished at 9/81 which is our highest total this season. Our bowling started well, with Amit
taking 2 wickets in consecutive balls in the very first over. Howeverm, after having them 5/40
odd we were unable to take the crucial wicket 5th wicket partnership with Scots surpassing our
total five wickets down. Special mention must go to Amit for his exceptional bowling figures of
3/2 off four overs. Again, the 13Bs have shown tremendous improvement this week and hopefully we
can put a win on the board in the following weeks.

Unfortunately High suffered its first loss of the season but still retains a one win lead over
Scots and Newington. This makes the coming games against Kings, Grammar and in particular
Newington crucial in determining whether High wins the premiership. Please come along and support
our first and second grade teams for the rest of their matches, in particular our final home
match of the season against Grammar!
Have you bought your ticket for the basketball dinner? Details in last week’s High notes!!!
Please pay at the office to book your seat to celebrate our successes in this recent season!!!
Thank You to all our Supporters
Thanks to all the High supporters who turned up at
Scots last week. It is always great to have a strong High support at away games, especially in
crucial matches like this and although we weren’t able to win your attendance was greatly
appreciated and helped to lift High Spirit. Remember though, the season isn’t over and
there are still a few games so you can come and support your school if you haven’t already.

to Old Boys, Mr Neville Morgan (1965) and Dr David Blomberg (1971) for assisting with the bus
driving, and Mr Tim Wilson, Ollie Wilson’s dad for driving the boats. The boys enjoyed

Melbourne High Exchange
The Year 10 Melbourne High and Sydney Boys High rowing exchange is a major event on the rowing
calendar. In its 9th year, this tradition allows the similar schools to race each other in each
school’s home city. With the Melbourne boys having already travelled up to Sydney in
November, it was time for High to voyage down south to get a taste of the Yarra River. The Year
10 1st VIII and half the Year 10 2nd VIII departed for Melbourne at lunch on Tuesday the 1st,
being driven by Mr Barris and 1965 School Captain, and Captain of Boats, Mr Neville Morgan. Tim
Wilson, father of Head Coach Ollie Wilson, kindly volunteered to drive down our boat trailer. We
drove until nightfall, spending the night at a cosy motel in Holbrook, to leave at 7am the next
day.
We arrived at the Melbourne High boatshed at lunchtime on Wednesday, well rested and eager to
row. Catching up with our old billets from last November as we rigged and assembled our boats, we
were able to gain an insight into the lives of these Melbourne rowers.
We were quite surprised to find warning signs around the Yarra informing people that if they fall
in they should get medical attention. Apparently the Yarra wasn’t much cleaner than the
Parramatta River in Sydney. With our boats built and our rowers ready, we pushed off the pontoon
to get our first feel of the Yarra River. Although not the most pristine of rivers, the Yarra was
a wonder to row on. We explored the flat, winding waters all the way through the heart of the
city, marvelling at the trees and buildings towering over each side. Getting over the excitement
of exploring a city, we settled down and started to focus. It was time to train.
The much anticipated race between us and Melbourne was held the next day, and was a bit of a let
down. Although we had beaten Melbourne convincingly in November, they were able to beat us in
Melbourne.
We were then free to wander the city, experiencing Melbourne as the Melbourne High School kids
did in Sydney. The city in Melbourne is much more planned and easy to get around than the city in
Sydney, however, some of us had to stop occasionally and ask for directions.
Overall, the trip to Melbourne was a great chance for us to row on perfectly flat toxic water,
find other rowers that were at our level, and make friends in Melbourne that we may just keep
forever.
Daniel Keogh
AAGPS Head of the River 2011
Attendance at the GPS Head of the River is strongly encouraged for all students to support our
rowing crews. Attendance by students (in full school uniform) is recognised by 5 points in the
School Award scheme. This is a big day on the AAGPS school calendar and is quite a spectacle with
all GPS schools attending. It is the day everyone works towards, a day filled with history and
tradition, where all schools congregate with school pride. We are there too, with our Stage Band,
High chants, colours and banners. If there is one day you should experience while at High it is
the Head of the River!
Where: Sydney International Regatta Centre, Penrith
When: Saturday 2 April 2011 How: Supporters will depart from the school bus stop on Anzac
Parade and return to the school at approximately 2.00pm.
Cost: $15 for a subsidised ticket (incl. transport and entry), paid to the school office
by Wednesday 30 March

SBHS Big Night Out – 5.00pm, Sunday 27th March
The BNO team has put together a terrific menu for us all to enjoy at Big Night Out – 5.00pm
Sunday 27th March – two and a half weeks away! Tickets for our only whole school family
event are now on sale at the General Office. $20.00 each now or $25.00 at the door. Send your boy
to school with your ticket order.
We would like to pre-sell as many tickets as possible so we know how many people we are catering
for. Your whole family is welcome – terrific value with 3 courses and a full schedule of
entertainment including music, dance, theatre and games for just $20.00 a head - BYO drinks or
available for purchase on the night.
The success of Big Night Out relies on the whole school family pitching in to share the many
cuisines on offer. In the menu below, are the contact details for the parents who are
coordinating each of the food stations. We really need your help now to make sure we have
enough food to share.
Have a look at the menu and make contact with one of the parents below to tell them what you can
contribute or cook and when you can bring it. Something as simple as flat breads for the Greek
BBQ, vegetables prepared for the BBQ or your specialty cake. Keshani, a Year 12 parent from last
year, is coming back again to help us by coordinating the curries but she needs her team of
cooks! 10 people making a curry for 10 will get us there.
You may even like to add something the BNO team hasn’t included. Donations of food are more
than welcome and we can also reimburse for the cost of preparing meat curries, lamb, etc –
just keep your receipts and give to your coordinator on the night. Each of the food stations also
needs a team of parents to help serve and check tickets on the night. Please contact the parents
below to nominate a time that you could help out during the night. The more the merrier.
We really look forward to seeing as many families as possible on the night – and we need
your cooking skills!
